The Program History & Partners

The St. Paul’s Pre-Apprenticeship Program helps young men and women seeking opportunities in Chicagoland begin careers in the construction trades

  • The program changes young lives. It uplifts young men and women and gives them purpose and pride while creating financial stability and a career path.
  • It was developed to expand access for young men and women into union trades, increasing participation and personal success through career-focused pathways
  • Many program participants did not know much about the construction trades or how a career could offer them growth, stability and an opportunity to create a better life
  • The program addresses the lack of access and resources that prevent local youth—particularly disadvantaged young people– from pursuing careers in the construction trades

Our Leadership/Our Team

  • Pastor Kevin Anthony Ford, President, St. Paul Church of God in Christ Community Development Ministries
  • Miles Beatty, Executive Director, Finishing Contractors Association of Chicago (FCAC)
  • Dan Penski Jr., Director of Apprenticeship & Training, Finishing Trades Institute of DC14 Chicago (FTICHI)

Program History:

More than 25 years ago, the first apprenticeship program came to life as Pastor Kevin Ford of St. Paul Community Development Ministries (St. Paul Ministries) and union leaders collaborated to offer young men who didn’t have a traditional pathway into the construction trades

Over the years, the program grew to include partnerships with construction unions, contractors, churches, community groups, local and state officials, developers, AFL-CIO, CISCO, and others. Each of the partners plays a critical role in the construction ecosystem, making their collaboration essential.
